I live outside of the United States, can I set up a fundraiser to benefit a friend who also lives outside of the United States?

The only way you can make it happen would be to have a relative or friend, who lives in the states, create your fundraiser on your behalf and collect the money for you. They'll need to have a US bank account and US social security number in order to collect the money.
